After the 2022 OCR guidance rendered most ad tracking tools noncompliant, Priority Health abruptly disabled all third-party pixels, leaving its marketing team blind to campaign performance.

The Markup just revealed that California's state-run health insurance marketplace, Covered California, was sending visitors' personal health information to LinkedIn.
Yep, LinkedIn.
The breach happened through LinkedIn's Insight Tag, which was embedded on Covered California’s site. The tag passed sensitive info like users' IP addresses, estimated household income, and the fact that they were shopping for health insurance, to LinkedIn.
This information was being shared as part of LinkedIn’s “conversion tracking” and ad retargeting systems.
While Covered California says the tracking was "unintentional," the real story here is how easy it is for this kind of thing to happen, and how hard it is to detect.
